The Universal Life Church offers easy and free ordinations online.

However, many a legal system requires you to jump through more hoops before actually being certified to perform marriages.

I would get your ordination through the ULC, then make a phone call to your local town hall or courthouse, whoever deals with these matters where you live, and ask what steps you need to take to be certified. You may be able to get a temporary certification just by paying a fee, but training and some experience may be required.

You can always get married officially at the courthouse and then have a friend or hire someone to perform ceremony duties on the day of the wedding. Nobody will know that they aren’t ordained if they are professional…plus, you already have the paperwork to prove you’re married. That’s probably the cheapest way.

Perse is correct. Your friend can go online to ulc.org and get ordained for free there.

A couple of sites have indicated that an ordained officiant must register with the county they will be performing in, so contact the office in that county that issues the marriage licenses. They should be able to direct you how your friend should proceed.

My county allows people to be deputized for a day to perform a wedding ceremony. Look into that in your area.
