Yes, there are free image manipulation and art programs that are genuinely free. Have a look at Paint.NET, PhotoScape or The GIMP. All are open source freeware.

Of course, none of these will give you artistic flair (although you may be able to get various flare effects such as lens flare). How your creations turn out depends more on your ability, talent, and how much time you invest in them rather than what software you use to create them. People usually use Adobe Illustrator or InDesign to make those graphics. They are a bit pricey to buy though. There is a program called GIMP, as well as one called InkScape that are both free. You can try Illustrator by going to the adobe website and try a free 1 month trial, but after that, you have to uy it.
