There are two possibilities. First is that the server and videos are located in a country outside the United States where such videos are not illegal. If this is the case, the US cannot do anything to prohibit the video. The second possibility is that it’s from within the US and then it would be illegal, but the law just hasn’t caught up with them or is unaware of it.

In many places, such acts are not illegal. Mainly because that jurisdiction has never had a NEED for such laws. But in any event, unless you live in the country in which the website is hosted, there is nothing you can do.

It’s legal because it’s a free internet and most countries do not have laws prohibiting the viewing of such content. Some countries have laws against producing such content, but it’s usually impossible to know where a video was made. You can try reporting it to some level of authorities but most likely they’re going to ignore it because they have bigger things to deal with like child porn rings and identity theft. Even if some people like you don’t like it, as long as the animal consents and is enjoying it then they’re not doing anything wrong.
Here’s some free and easy advice for any type of content: if you don’t like it, don’t look at it.
